Surah Al-Anbiyaa·21:27
لَا يَسْبِقُونَهُ بِالْقَوْلِ وَهُمْ بِأَمْرِهِ يَعْمَلُونَ٢٧
they speak not until He has spoken unto them, and [whenever they act,] they act at His behest.
